Windows 10 Homeは、Windowsアップデートを無効にすることはできないようです。
ユーザーがアップデートを望まなくとも強制的にアップデートされることになりそうです。
Re/codeがMicrosoftの声明として報じています。

“The license terms for Windows 10 require Automatic Updates be enabled as a part of keeping our customers secure and delivering Windows as a service,” the company said in a statement to Re/code. Business users will have the option to turn off such automatic updates to allow IT departments time to test updates before installing them.
Windows 10のライセンス条項では、コンシューマーのセキュアとサービスとしてのWindowsを提供するために、自動アップデートを有効にすることを必須とするそうです。
一方、ビジネスユーザーは社内でアップデートを検証するために自動アップデートを無効にすることができるようです。
Windows 8.1でもWindows 7でも、これまでコンシューマーは自動アップデートを有効にすることも無効にしておくこともできました。

先日Insider Programで配信開始された最新Windows 10 Build 10240（RTMとされる正式版に近いバージョン）では、次のようなEULA（使用許諾契約書）の記載があったとNeowinなどが報じています。
The Software periodically checks for system and app updates, and downloads and installs them for you.
You may obtain updates only from Microsoft or authorised sources, and Microsoft may need to update your system to provide you with those updates.
By accepting this agreement, you agree to receive these types of automatic updates without any additional notice.
なお、Windows 10 ProfessionalやEnterpriseユーザーは更新を適用するまで約8ヶ月の猶予が与えられるようです。
