iOS 9には、十分な空き容量のない状態でiOSのアップデートする際、自動的にアプリの削除および再インストールする機能を搭載することがiOS 9 beta 2で判明しました。
この新機能は、容量が足りずiOSのアップデートできない、16GBモデルなど小さな容量のiOSデバイスを特に助けてくれることになりそうです。
iOS9をインストールする際、十分な空き容量のない場合、それを知らせるダイアログ画面が表示されます。
アップデートを行うために一時的にアプリを削除する必要のあること、アップデート完了後に削除されたアプリは自動的に再インストールされるがその処理を行ってもよいかをユーザーに確認します。

In order to make room for the software update, some app will need to be temporarily deleted. All deleteted apps will automatically be replaced after the update is complete. Would you like to continue?

また、iOSアップデート時、ユーザーが睡眠中あるいはiOSデバイスを最も使わない時にアップデートできる新しい通知オプションも用意されます。

iOS9 does even more to efficiently stream new updates to your device without having to first download and unpack them, which means you do not need as much free space to update. And when it is time for an update, you will get new notification options that let your device update while you sleep or when you use it least.
iOS8ではiOSアップグレード容量が非常に大きく、16GBモデルを所有するユーザーはインストールするのにかなり手間取ることとなり、多くの不満が出ていました。
Appleはこの経験を踏まえ、iOS9で改善することを今年のWWDCで説明していました。
